How to Fill Out a PDF Form Without Printing It

Which kind of PDF form do you have?

Click or tap a blank line. If a cursor appears, it is a fillable form; if nothing happens, it is a flat form; if the page only shows a Please wait message, it is an XFA form. That one test decides everything that follows.

Fillable forms use a standard called AcroForm, which is part of the PDF specification, ISO 32000-2. Flat forms are ordinary pages with lines drawn on them. XFA is an older Adobe format that the PDF 2.0 standard has deprecated, which is why so few apps open it.

Type 1: fillable forms (AcroForms)

When you open the file, text boxes are highlighted or you can click into them and type. Checkboxes tick when clicked and some fields have dropdowns. These are standard interactive forms and work in most readers.

Fill PDF Form takes a different approach from a viewer. It reads every field in the file and lists them page by page as plain inputs, in reading order. That is easier than hunting for small boxes on a phone screen, and it shows fields you might have missed. Files up to 100 MB are accepted, and the form is read and written in the browser, so nothing is uploaded.

• Open Fill PDF Form and choose the file. Fields are grouped by page; large forms get a search box.
• Type your answers, tick boxes, choose radio options and pick dropdown values.
• Decide whether to tick Flatten after filling. Flattening turns your answers into fixed page content so they cannot be edited and display the same everywhere.
• Press Save filled PDF and download the completed form.

Type 2: flat forms with no fields

Many forms are just a scanned page or a Word document exported to PDF. Clicking does nothing. For these, place text on top of the page. Edit PDF lets you add text boxes exactly on the lines, adjust the size to fit, tick boxes with a check mark shape, and add a signature. On a Mac, Preview's text tool does the same; on iPhone, the Markup tool in Files has a text option under the + button.

A font size of 10 or 11 pt matches most printed forms. Set the size once, place the first answer, and then keep the same size for the rest so the page looks consistent. For tick boxes, a check mark or an X shape is more reliable than typing a lowercase x and nudging it into place.

What is a Please wait XFA form, and how do you fill it?

It is a dynamic XFA form, and the reliable way to fill it is the free Adobe Acrobat Reader on a Windows or Mac computer. The Please wait page is a placeholder that viewers without XFA support show instead of the real form.

Some government, tax and immigration forms still use this format. The message usually reads “Please wait... If this message is not eventually replaced by the proper contents of the document, your PDF viewer may not be able to display this type of document.” XFA stores the form as XML that the viewer must lay out at run time, which Preview, Edge, Chrome and phone apps do not do. Firefox added partial XFA rendering in version 93, so it is worth a try if you cannot install Acrobat Reader, but check the saved file carefully.

Fill PDF Form reports pure XFA files as having no fillable fields. Hybrid files that also contain regular fields can be filled, but the XFA layer is not updated, so Acrobat may show the old values. For anything official, use Acrobat Reader or look for an online version of the form on the agency's site.

Why does a filled form look blank to the recipient?

Because the viewer that saved it stored the values but not their visual appearance, and the recipient's viewer did not redraw them. Flattening the form before sending fixes it, since the answers become ordinary page content.

Each field in a PDF has two parts: the value and a small drawing of that value, called an appearance stream. Some apps update only the first. The answers are in the file, but another viewer shows empty boxes until someone clicks into a field. It is one of the most common problems with forms sent between Mac and Windows users.

Keep an unflattened copy if you might need to change an answer later. If you already have a filled form, Flatten PDF does the same job on its own. Do not flatten a form that will be processed by software that reads the field values, such as some tax or HR systems. Ask the recipient if you are unsure.

Can you fill out a PDF form on a phone?

Yes. Short forms are comfortable on a phone, either in the built-in viewer or in Fill PDF Form in Safari or Chrome. For long forms, a tablet or computer is easier.

In Fill PDF Form, tap a field to type; the fields are listed as normal inputs, so the keyboard does not cover what you are entering. A two-page consent form takes a couple of minutes. For a 12-page visa application, save a copy half way through, because browsers do not autosave PDF entries and a closed tab loses everything.

Forms that need a signature and a date

Many forms end with a signature line and a date box. Type the date into its field, then add your signature with Sign PDF, which places a drawn, typed or uploaded signature image exactly on the line. This is a simple electronic signature, not a certificate-based digital signature. It is accepted for most everyday paperwork, but if the instructions ask for a digital ID or a qualified signature, this method does not meet that requirement.

Signature fields inside the form are listed by Fill PDF Form but not signed there. Sign after every field is complete, then flatten, so the signature and the answers become one fixed page that the next person cannot separate or edit.

• Fill the form in one app. Switching between Preview, Acrobat and a browser half way through is how values go missing.
• Password-protected forms ask for the password first. A form that blocks filling through permissions needs the owner's unrestricted copy.
• Sign last, after checking every page, and then flatten.
• The form stays on your device while you fill it, which matters for forms full of ID numbers and addresses.
